The Ohio Development Services Agency has announced a second year of funding for the Ohio Workforce Training Voucher Program for the period August 1, 2013 through June 30, 2014.

Applications for the program are now being accepted as of September 30, 2013 and remain open until the $27 million funding is fulfilled.

Ohio through its continued efforts to improve its economic competitiveness, by way of a motivated, well-educated, and highly trained workforce, has announced the Ohio Incumbent Workforce Training Voucher Program.  This program is intended to fill a gap in the current workforce development programs by providing needed training dollars to Ohio’s workforce through a unique public-private partnership and will run during the current fiscal year of July 1st – June 30th.

This program is intended to provide direct financial assistance of up to $27 million in grants to Ohio’s employers to train workers and improve the economic competiveness of Ohio’s employers.  Through this unique partnership Ohio will provide reimbursement to eligible employers for specific employee training costs accrued during training.  Applications for the program will be awarded on a first-come, first-served basis.  How the program works:


  • Provides reimbursement of up to $4,000 per employee against qualified training costs whether incurred in a single training or over several trainings during the fiscal year.
  • Employer is reimbursed for up to 50% of the cost of training after the employer pays the full cost and the employee successfully completes the training.
  • Must be directly employed by the company at a facility located within Ohio and meet the following requirements:
    • Earning an hourly wage of at least 150 percent of the federal minimum wage ($10.88 as of January 1, 2012) plus benefits;
    • An Ohio resident;
    • At least 18 years of age; and
    • Working at least 25 hours per week.

Training Qualifications

  • The following training (not inclusive) is eligible for reimbursement:
    • Classes, either non-credit or credit, at an accredited education institution;
    • Training that leads to an industry recognized certificate;
    • Training provided in conjunction with the purchase of new equipment;
    • Upgrading of computer skills (e.g. Excel, Access);
    • Training for improved process efficiency (e.g. ISO-9000, Six Sigma or Lean Manufacturing)


  • Maximum voucher funding will be capped at $250,000 and the Ohio Development Services Agency will not approve any additional applications from the employer or employee once the threshold has been met.

Eligible Entities

  • Must be a for-profit entity in a state-designated target industry with a facility located in Ohio that has been in continuous operation for 12 months immediately prior to the application submittal.  The targeted industries are:
    • Advanced Manufacturing; Aerospace and Aviation; Automotive; Bio Health; Energy; Financial Services; Food Processing; Information Technology and Services; Logistics; Polymers & Chemicals; Research & Development; Back Office; and Corporate Headquarters.
    • Provides reimbursement of up to $4,000 per employee against qualified training costs whether incurred in a single training or over several trainings during the fiscal year.

How to Apply

  • Pre-application began September 4, 2013 and applications for the grant program begin 10:00 a.m. on September 30, 2013.

  • Application must be completed 30 days prior to the start date of training but not sooner than 6 months.
  • If the application meets the program requirements the employer will be required to enter into a voucher agreement with the Development Services Agency.
